FAQ regarding implementation of CPR on cables

What is the CPR?

CPR is the abbreviation of the Construction Product Regulation. The Construction Products Regulation lays down harmonized rules for the marketing of construction products in the EU. The Regulation provides a common technical language to assess the performance of construction products. It ensures that reliable information is available to professionals, public authorities, and consumers, so they can compare the performance of products from different manufacturers in different countries.

Where is CPR applicable? Which cables are affected?

The cables which are installed inside building or construction shall carry a classification and certification according CPR.

What is ‘construction product’?

‘construction product’ means any product or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or parts thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works.

Shall the manufacturer affix the CE marking on cables that classified acc. to CPR?

Yes, the CE marking shall be affixed to those construction products for which the manufacturer has drawn up a declaration of performance in accordance with Articles 4 and 6. (EU 305/2011, Art. 8, § 2).

What does ‘making available on the market’ mean?

‘making available on the market’ means any supply of a construction product for distribution or use on the Union market in the course of a commercial activity, whether in return for payment or free of charge. (EU 305/2011, Art. 2, § 16).

What does ‘placing on the market’ mean?

‘placing on the market’ means the first making available of a construction product on the Union market. (EU 305/2011, Art. 2, § 17).

What does ‘manufacturer’ mean?

‘manufacturer’ means any natural or legal person who manufactures a construction product or who has such a product designed or manufactured, and markets that product under his name or trademark;

What does ‘distributor’ mean?

‘distributor’ means any natural or legal person in the supply chain, other than the manufacturer or the importer, who makes a construction product available on the market.

What does ‘importer’ mean?

‘importer’ means any natural or legal person established within the Union, who places a construction product from a third country on the Union market.

When does the CPR becomes mandatory for cable products?

After 1st of July all the cable products installed permanently inside buildings or constructions shall conform to CPR and accompanied by a Declaration of Performance.

What is the Declaration of Performance (DoP)?

DoP is the document drawn up by the manufacturer to provide information on the performance of a cable product regarding its reaction to fire, resistance to fire and release of dangerous substances.

What is the obligation of the manufacturer regarding DoP?

The manufacturer is obliged to issue a DoP for a cable product in the following case:
When a construction product is covered by a harmonised standard or conforms to a European Technical Assessment which has been issued for it, the manufacturer shall draw up a declaration of performance when such a product is placed on the market (EU 305/2011, Art. 4, § 1).
